On September 28, 1998, in the face of the aggressive trend of foreign software companies, China's Hangzhou Group, Fourteen Group, Lenovo Group, North Korea Group, China Soft Corporation and other 16 computer software development enterprises and the national information technology standardization committee announced in Beijing, jointly established Chinese platform technology committee ( "platform", that is, platform software, refers to the high-level software can be used as a tool software), unified to formulate Chinese software specifications and standards, recommend excellent Chinese software, guide software development, in order to form a real industry force.

The coalition was implemented with the support of the Ministry of Electronic Industry and the National Technical Supervisory Authority. Responsible for the relevant parties pointed out that at present a large number of foreign software products entered our market, especially in terms of system software, the domestic companies have clearly felt a huge pressure. However, due to the lack of necessary organization and coordination, the Chinese software we have developed in the past has no unified standards and specifications, the products developed are incompatible, the mutual transferability is poor, not only affect the interests of users, but also difficult to form their own industries.
