Breaking-News >> TodayHistory November 20, 2014 New cities in China
On November 20, 2014 (leap September 28, 2014 in the lunar calendar), there were 16 additional megacities in my country. People's Daily Online, Beijing, November 20th According to the Chinese government website, the State Council recently issued the Notice of the State Council on Adjusting the Urban Scale Division Standards, which adjusted the original urban scale division standards and defined the new urban scale division standards. The "Notice" clarifies that the new urban scale classification standard takes the urban permanent population as the statistical caliber, and divides cities into five categories and seven grades: cities with urban permanent population of less than 500,000 are small cities, of which cities with more than 200,000 and less than 500,000 are Type I small cities, and cities with less than 200,000 are Type II small cities; Cities with a permanent population of more than 500,000 and less than 1 million in urban areas are medium-sized cities; Cities with a permanent population of more than 1 million and less than 5 million in urban areas are big cities, of which cities with more than 3 million and less than 5 million are Type I big cities, and cities with more than 1 million and less than 3 million are Type II big cities; Cities with a permanent population of more than 5 million and less than 10 million in urban areas are megacities; Cities with a permanent population of more than 10 million in urban areas are megacities. (The above includes this number, the following does not include this number) Compared with the original city scale classification standard, the new standard has four important adjustments: First, the city type has been changed from four categories to five categories, and megacities have been added. Second, small cities and big cities are divided into two grades respectively. Subdividing small cities is mainly to meet the needs of urban planning and construction, while subdividing big cities is mainly to implement population classification management. Third, the upper and lower limits of population size have generally increased. The upper limit of population of small cities has been increased from 200,000 to 500,000, the upper and lower limits of medium-sized cities have been increased from 200,000 and 500,000 to 500,000 and 1 million respectively, the upper and lower limits of big cities have been increased from 500,000 and 1 million to 1 million and 5 million respectively, and the lower limit of megacities has been increased from 1 million to 5 million. The fourth is to define the statistical caliber as the permanent population in urban areas. Urban areas refer to the areas under the jurisdiction of residents' committees and other areas connected by the actual construction of municipal districts and cities without districts, district and municipal government residences. The permanent population includes: those who live in the township street and whose household registration is in the township street or whose household registration is to be determined; People who live in this township street and have left the township street where the household registration place is located for more than half a year; People whose registered permanent residence is in the township street, and have been out for less than half a year or work and study abroad. Only 16 of more than 140 megacities were left overnight. The Notice of the State Council on Adjusting the Classification Standards of Urban Scales was formulated on October 29th this year. The notice said that since the reform and opening up, with the acceleration of industrialization, China's urbanization has made great achievements, and the number and scale of cities have increased significantly. The original city scale classification standard has been difficult to meet the requirements of new situations such as urbanization development. In order to better implement the classified management of population and cities and meet the needs of economic and social development, the standard of urban scale classification is now adjusted. In the new city scale classification standard, cities are divided into five levels and seven grades. The new standard takes the permanent population of urban areas as the statistical caliber, and adds megacities. Although the original urban division standards are backward and have become a consensus, the novel division method of the State Council still surprised many people. "The new standard division is more detailed and scientific". Zhu Lijia said that before, the state divided cities into four levels, which was relatively simple. Moreover, with the intensification of population mobility, the original standard could no longer meet the requirements of the new situation when the population of many cities increased sharply. "According to the decision of the Third Plenary Session of the 18th CPC Central Committee, the population size of megacities will be strictly limited, but how big is a megacity? If it is set at 1 million, it is too low." Zhu Lijia said. According to the old standard, there were more than 140 "megacities" with a population of over 1 million in China. According to the new standard, some experts believe that there are only about 16 mega-cities and megacities in China. Megacities are Wuhan, Nanjing, Chengdu, Shenyang, Harbin, Hangzhou, Xi'an, Suzhou, Foshan, Dongguan and other 10 megacities with a population of 5-10 million in the main urban areas. According to the National New Urbanization Plan (2014-2020), the population size of megacities with an urban population of more than 5 million should be strictly controlled. According to the new Adjustment Plan of Urban Scale Division Standards, cities with an urban population of more than 5 million are megacities. At present, there are 16 megacities in China, and these cities should strictly control the population size in the next step.
