On this day 66 years ago, on November 21, 1959 (October 21, 1959 in the lunar calendar), North Vietnam claimed that Japan's compensation to South Vietnam was completely invalid. On November 21, 1959, the spokesman of the National Assembly of the * Republic of Vietnam said at a press conference that "the Vietnamese people believe that the agreement signed between the Japanese government and the South Vietnamese authorities on May 13, 1959 is completely null and void." The spokesman Sun Quang Pha said that according to the Geneva agreement, the Diem authorities have only temporary responsibility for managing the administration of South Vietnam until Vietnam is reunified. He said that, therefore, the South Vietnamese authorities "have absolutely no right to sign any agreement with the Japanese government on behalf of the whole Vietnam on Japan's payment of war compensation to Vietnam". Sun Guangfa further pointed out that the war compensation plan of Kishi Nobusuke and Wu Dingyan was an inseparable part of the comprehensive plan of American imperialists and Japanese monopoly capitalists. Economically, this plan aims to expand Japan's economic power in Southeast Asia. Politically and militarily, this plan shows that the Kishi Nobusuke government and Ngo Dinh Diem authorities colluded with each other, blatantly undermined the Geneva Agreement, and implemented the American policy of prolonging the division of Vietnam and establishing war bases in South Vietnam. He pointed out, "The Vietnamese people and the government of the * Republic of Vietnam believe that all Vietnamese people have the right to demand compensation from the Japanese government for the losses caused by the Japanese army during the Second World War. The Vietnamese people and the government of the * Republic of Vietnam know that Japan's payment of war compensation is the burden of the Japanese people. The main thing in the relations between the two countries is not to pay war compensation, but the unity of the two peoples in the struggle against war and defending peace."
