Kang has served as chairman, Liang Fukyi, and Xu as deputy chairman. In order to save the light, oppose charity and resist the revolution, he established organizations in the United States, Mexico, Central America, South America, Japan, South Oceania and other places, and established 11 general assemblies, 103 branches, headquartered in Macau.
