Today, 34 years ago, on November 24th, 1991 (October 19th, 1991 in the lunar calendar), China implemented the economic qualification examination system. On November 24th, 1991, 1.19 million people across the country took the first national unified examination of economic worker qualification held by the Ministry of Personnel in 4,600 examination rooms at the same time, marking the beginning of China's economic worker qualification examination system. This exam is divided into eight majors: industry, agriculture, materials, transportation, commerce, finance, foreign trade and labor. Cheng Lianchang, Vice Minister of Personnel, pointed out after inspecting and inquiring about the examination situation in Beijing examination area that morning that the establishment of professional and technical qualification examination system is to introduce an objective and fair social evaluation mechanism in the appointment of professional and technical positions, overcome the drawbacks such as flexibility of evaluation standards in the evaluation work, select talents in an eclectic way, and better solve the evaluation problems of middle and junior professional and technical talents. The Interim Provisions on the Qualification Examination of Economic Workers issued by the Ministry of Personnel at that time pointed out that to obtain the qualification of economic workers, one must take the examination organized by the state and pass the examination. The economist qualification examination is held once a year, and the examination date is scheduled for the last Sunday of October every year. Those who have obtained the qualification of economic worker indicate that they have the professional and technical level required by economic workers, but their qualifications are not linked to their salaries. When the post needs it, according to the principle of having both ability and political integrity, the administrative leader of the unit can select the best from those who have obtained the qualification of economic worker to appoint the position of economic worker. Graduates of technical secondary schools majoring in economics in formal colleges and universities of enterprises and institutions, after the expiration of their probation period, can be recognized as economist qualifications after passing the examination. In the future, the qualification evaluation of economists will not be carried out.
