On August 5, 1963 (June 16), the United States and the United Kingdom signed the Treaty on the partial ban of nuclear tests.
The Soviet Union and the United States formally signed the Treaty on the Prohibition of Nuclear Tests in the Atmosphere, Outer Space and Underwater in Moscow on August 5, 1963. Soviet leaders Khrushchev and Brezhnev attended the signing ceremony. UN Secretary-General U Thant was also invited to attend the signing ceremony. The treaty was signed by Soviet Foreign Minister Gromyko, US Secretary of State Rusk and British Foreign Secretary Holm. In his speech after the signing, Gromiko praised the signing of the treaty as "a achievement of the peaceful foreign policy of the Soviet Union", which "can pave the way for the solution of other more important international issues, including disarmament." In his speech, Rusk said: “Our three-country government has taken a step, and all of humanity hopes it will be the first step on the road to a peaceful and secure world. The treaty signed today is a good first step, and the United States has long hoped for it. It does not end the threat of nuclear war; it does not reduce nuclear stockpiles; it does not stop the production of nuclear weapons; it does not limit the use of nuclear weapons in war.” He said the treaty “stopped the nuclear arms race.” “Now that the world needs to recognize that war is outdated, to think very hard about how to change the old, unsuccessful Cold War, based on old ideas that inevitably conflict, and seek true peace in recognizing the truth that everyone is brother.” Wu Dan praised the three countries’ “political temper and courage.” The communique issued after the signing said, "The governments of the three countries expressed the hope that other countries will join this treaty".
