Chen Yi and Liu Shaoqi called Mao Zedong, Zhu De, and Wang Jiaxiang, and put forward the opinion of organizing and unifying the formation of the New Fourth Army: "It is planned to organize the New Fourth Army into four divisions, with northern Jiangsu as the 1st division, eastern Anhui as the 2nd division, Li Xiannian as the 3rd division, and southern Jiangsu as the 4th division. Brigades and regiments are set up below the division, all of which are organized in a three-three system."
