Shanghai has only more than 1000 troops stationed and 2000 police officers. The Jiangsu and Zhejiang District Committees of the Communist Party of China cooperated with Niu Yongjian. In order to cooperate with Xia Chao's attack on Shanghai, they decided to lead the Shanghai workers 'armed uprising, with Luo Yinong and Zhao Shiyan serving as the chief commanders of the uprising. The two sides agreed to start operations before dawn on October 24. On October 17, Xia Chao led his troops to Jiaxing, but was attacked by Sun Chuanfang's troops who marched from north to south to Hangzhou. On October 22, Xia Chao led his remnant troops to withdraw to Yuhang. On October 23, Sun Jun entered Hangzhou and sent troops to pursue Xia Chao. Xia Chao was killed on the Yuhang Highway. On the evening of October 23, still as originally planned, workers pickets in all districts entered their posts and stood by. Niu Yongjian knew that Xia Chao was defeated and killed, so he did not support the workers 'uprising. When Luo Yinong, Zhao Shiyan and others learned the news of the Xia Dynasty's failure in the middle of the night on the 23rd, due to time constraints, workers pickets in some areas did not receive notice to stop the operation and clashed with the police. The uprising stopped on the morning of the 24th. More than 10 workers leaders Tao Jingxuan and Xi Zuoyao died heroically, more than 100 people were arrested, and the first uprising failed.
