On August 31, 1935, the United States passed the Neutrality Act
On 90 years ago today, on August 31, 1935 (August 3, 1935 in the lunar calendar), the United States passed the Neutrality Act. In 1935, Germany publicly violated the military provisions of the Treaty of Versailles on restricting German armed forces, announced the implementation of universal compulsory military service, and actively expanded its military and prepared for war. At the same time, Italy launched aggression against Ethiopia in Africa. In order to maintain their vested interests, Britain and France adopted a policy of non-interference against German and Italian aggression, and the United States also implemented a policy of neutrality. On August 31, 1935, a joint session of the U.S. Senate and House of Representatives passed the "Chinese Legislation." The Act provides that when a war breaks out or is in progress between two or more foreign countries, the President shall declare that fact, and it shall be unlawful to export ordnance, munitions, or combat readiness from any part of the United States or any part of its possessions to that belligerent country, or to any neutral port used by any belligerent country. The passage of Chinese legislation legally fixed the basic European policy of the United States and fueled appeasement in Europe at that time.
