Don't raise money from farmers to build militia training bases. Strictly control the organization of militiamen to perform various duties. Except in special circumstances, the principle that whoever uses militiamen will be responsible for subsidies for lost work must be adhered to. (3) Migrant workers shall not exceed the limit set by the state, and generally do not use money to do so. Some farmers are willing to use gold to do their jobs and can allow it. (4) The development of rural education is very important and should be guaranteed by certain funds. However, if money is really used to improve school conditions, it is necessary to distinguish the economic conditions of different regions and stipulate different requirements and schedules. Building school buildings must be practical and within our capabilities. We must carefully examine the investment direction and efficiency of rural education funds in recent years. (5) Except as expressly stipulated by the government at or above the county level of He County, no department or unit may charge management fees, handling fees or other fees from farmers. Except for the punishment provisions of township rules and regulations democratically formulated by the local people, no department or unit is allowed to impose financial penalties on farmers and confiscate money and goods without regulations promulgated by the county He County above governments and uniformly issued documents. All revenues confiscated and punished according to regulations shall be handed over to the State Treasury and shall not be retained by themselves. Such regulations and regulations of the county government must be approved by the higher-level government. (6) State administrative departments and public institutions shall provide various services such as economic, technological and other services to farmers without compensation or at low prices. They shall not be for the purpose of profit, let alone force farmers to accept them. The state administrative department shall issue necessary licenses, certificates, signs, and books to farmers for free or at a discretionary cost. The standard and charging method for the production cost must be approved by the department designated by the government of the province, autonomous region, and municipality directly under the Central Government. (7) Administrative departments at all levels shall not apportion office expenses, transportation purchase fees, and manufacturing and decoration fees to farmers. No department is allowed to apportion activity expenses and food subsidies to farmers when convening meetings, organizing activities, or sending staff to the countryside. Any department or unit that distributes newspapers and periodicals to rural collectives or individuals must adhere to the principle of voluntary subscription and must not forcibly apportion. (8) The state will promulgate the establishment at the township level. Prior to this, the number of party and government cadres in the township was only reduced but not increased. Those with too many village cadres should also be streamlined. For subsidies to village cadres, the township government shall formulate reasonable standards and strictly implement them. The remuneration of cadres in cooperative economic organizations must also be democratically negotiated and implemented within our capabilities. 4. The Central Committee of the Communist Party of China and the State Council instruct party committees and governments at all levels above township level to conduct a careful inspection of arbitrary apportionment, arbitrary fund-raising, arbitrary collection, arbitrary fines and other issues in accordance with the spirit and principles of this notice, and report the results step by step.
