The military conflict between Chiang and Feng originated from the Shandong incident. In March, Japan and the Nanjing government signed an agreement to withdraw from Jinan. According to the agreement, Jinan should be taken over by the Northwest Army, which is responsible for Shandong's defense. Chiang Kai-shek urgently ordered the Northwest Army not to accept Jinan and notified Japan that the Central Army would take over Jinan. The conflict between Jiang and Feng intensified.
