Twelve countries including Russia, China, Venezuela, Belarus, and Bolivia voted against it, and 17 countries abstained. Wang Min said that the China government has always pursued an independent foreign policy of peace and is committed to maintaining regional and world peace and stability. China has been paying close attention to the development of the situation in Syria and is deeply concerned about the escalating crisis in Syria, causing civilian casualties and affecting peace and stability in the Middle East. He said: "We condemn all acts of violence against innocent civilians and urge the Syria government and all political factions to immediately and comprehensively stop all violent activities and restore national stability and normal social order as soon as possible; call on the Syria government to listen carefully to the people's demands for change, development, etc. Reasonable demands; call on all Syria political factions to express political will through the rule of law and non-violent channels."
