Statue of Huguang Governor Zhang Zhidong On July 12, 1901, Liu Kunyi, Governor of Liangjiang, and Zhang Zhidong, Governor of Huguang, petitioned for the reform three times in a row and proposed new policies to the Qing court. The Qing Dynasty was in deep danger and had no choice but to seek reform. The imperial edict of January 29, 1901 required senior officials across the country to "each know what he knows and express his own opinions" on the reform. The three memorials by Liu Kunyi and Zhang Zhidong are the most detailed and organized among the many memorials. However, it is not new and is not far from the proposition of the Reform Movement of 1898. On the 12th,"Adapting Political Talents is the First Debate" was played, suggesting setting up civil and military schools, changing liberal arts, stopping martial arts, and rewarding study tours. On the 19th,"Comply with the Reform and Prepare to Rectify the Twelve Articles of China and France" was played, recommending the implementation of policies to uphold frugality, break regular rules, stop donations, pay high salaries to officials, remove clerks, remove corvee, relieve criminal prisons, re-election laws, raise the livelihood of the eight flags, cut down the camp guards, cut down the green camp, and simplify the grammar. On the 20th,"I hereby propose to adopt the Eleventh Fold of Western Law" was played, recommending extensive travel, practice foreign exercises, expand military classes, cultivate agricultural politics, observe craftsmanship, laws and methods, use silver dollars, impose stamp duties, promote postal services, collect foreign medicines by officials, and widely translate books from Eastern and Western countries.
