On this day, 75 years ago, on July 21, 1950 (June 7, 1950 in the lunar calendar), the Central Committee of the Communist Party of China forwarded the report of the Beijing Municipal Committee on rectification work. On July 21, 1950, the Central Committee of the Communist Party of China forwarded to all central bureaus, sub-bureaus, provincial committees, municipal committees and district party committees the report of Peng Zhen, Secretary of the Beijing Municipal Committee of the Communist Party of China, to the Central Committee on July 18 on the situation and plan of party consolidation and rectification work. The central government believes that many of the experiences in this report are worth adopting, or partially adopting, by all provincial committees and district party committees, especially the party committees of large and medium-sized cities. In his report, Peng Zhen reviewed several small-scale rectifications that had been carried out in the more than a year after entering the city, and proposed that Beijing City should focus on top-down summary work in the national party rectification movement, and carry out criticism and self-criticism in conjunction with study documents. Regarding the leadership of rectification, the report proposes: (1) The leaders are responsible, do it themselves, and pay attention to the integration of the leaders with the masses. (2) By relying on the leading organs of each unit, pay attention to first getting through the minds of leading cadres. Higher-ups must seize leadership, and must also prevent overtaking and unnecessary overtaking the organization. (3) Use the form of the People's Congress to review work and check the work style of the staff. (4) The report believes that the current unhealthy trend among veteran cadres is mainly the idea of some cadres to regard themselves as meritorious officials, be complacent, pursue enjoyment, and bring the revolution to an end; among new cadres, it is mainly a problem of the relationship between individuals and the party, and conditions for serving the people; among retained personnel, it is mainly perfunctory and mixed-food. (5) When inspecting the work style of cadres, superiors are mainly bureaucratic, and middle and lower levels are mainly commandism. In terms of cooperation with people outside the party, the main reason is closed-door doctrine and the tendency to ignore the work of the united front. (6) The time required for party consolidation and rectification is estimated to take two months for the whole city in addition to reading documents.
