In 1915, Yuan Shikai accepted Japan's unreasonable demands and signed an unequal treaty-the "Twenty-One Articles"-that undermined his power and humiliated the country.

On May 25, 1915, China and Japan signed the "China-Japan Treaty" and the "Exchange of Notes" in Beijing. Japan represented Rijii, and the Yuan government represented Lu Zhengxiang. The two treaties were on Shandong, Southern Manchuria and Eastern Mongolia, and 13 letters were exchanged, covering issues such as Fujian, Han Yeping and the extension of the lease period of Lvda. Except for No. 5, most of the contents of the original "Article 21" are included.
