On July 23, 1939, the Central Committee of the Communist Party of China issued the "Instructions on the Current War Preparedness Situation." He pointed out: "The enemy's policy after occupying Wuhan and Guangzhou was mainly to lure China to surrender, and to coordinate its military actions with its political plots. Therefore, the enemy's frontal attack in China was relatively quiet, but concentrated firepower to 'sweep' behind enemy lines, emphasized anti-communism, and intensified attacks on the Eighth Route Army and the New Fourth Army." The enemy's plot to lure surrender and "mop up" behind enemy lines have increased our difficulties. All comrades in the party should deeply realize that the War of Resistance is a difficult and protracted war, especially the War of Resistance behind enemy lines. Only by making every effort to overcome the danger of surrender, persisting in the War of Resistance behind enemy lines, overcoming the danger of anti-communism, promoting China's progress, increasing the strength of the War of Resistance, and working resolutely can we strive for the stage of stalemate and the arrival of victory after the return.
