When there is public and military need, the government may expropriate the people's land, but it must be exchanged for other land according to actual conditions or provide a premium. All land that has escaped and closed households without inheritance shall be reported to the county government for disposal by the township government Land Committee. Before the land dispute is resolved, the management rights belong to the tiller. If the tiller forcibly collects rent or prevents the tiller, he will be punished as appropriate. Anyone who uses deception and threats to forcibly occupy other people's land will be punished in accordance with the law once discovered. Anyone who fails to register land in accordance with the law or transfers land ownership without permission, and is found to be true after being reported by others, shall be punished by the government.
