On this day, 86 years ago, on April 4, 1939 (February 15, 1939, the Shaanxi-Gansu-Ningxia Border Region promulgated the Land Regulations. Comrade Mao Zedong had a cordial conversation with farmers in Yangjialing, Yan 'an. On April 4, 1939, the Shaanxi-Gansu-Ningxia Border Region Government promulgated the "Land Regulations of the Shaanxi-Gansu-Ningxia Border Region." The "Regulations" stipulate that when private ownership of land is determined, the land obtained by the people through distribution is privately owned by them. All old land relations before the land reform will be invalid. All people who have been allocated land after the land reform must hold a land division certificate or a land registration certificate. Anyone who obtains land ownership by the people of the Border Region has the right to fully use and control their land. All land that was declared confiscated in the past but not allocated is regarded as public land, and its control belongs to the Border Region Government. Public watercourses, natural lakes, transportation roads, mineral lands, and salt lands are not privately owned. Land where there are traitors is a public land. Land must be registered. The Regulations also stipulate that land use is based on private ownership of land and respect for various legal contracts. When there is public and military need, the government may expropriate the people's land, but it must be exchanged for other land according to actual conditions or provide a premium. All land that has escaped and closed households without inheritance shall be reported to the county government for disposal by the township government Land Committee. Before the land dispute is resolved, the management rights belong to the tiller. If the tiller forcibly collects rent or prevents the tiller, he will be punished as appropriate. Anyone who uses deception and threats to forcibly occupy other people's land will be punished in accordance with the law once discovered. Anyone who fails to register land in accordance with the law or transfers land ownership without permission, and is found to be true after being reported by others, shall be punished by the government.
