The magazine was attached to Xinmin Cong Bao and was sponsored by Liang Qichao, Han Wenju, Jiang Zhiyou, Ma Junwu, etc., making it the most influential literary publication at that time. Liang Qichao published an article "On the Relationship between Novels and Mass Governance" on the inaugural issue of "New Novels", proposing: "If you want to create a new country's people, you must not just create new novels. Therefore, if you want to create new morality, you must create new novels; If you want to create new religions, you must create new novels; If you want a new student, you must create a new novel; if you want a new heart and a new personality, you must create a new novel." It expounds the proposition that novels must be reformed and regards novels as a powerful tool to improve society.
