He graduated from the University of Liverpool in the United Kingdom. He served as chairman of Hong Kong Oriental Overseas (International) Co., Ltd. and is currently a member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Preparatory Committee of the Hong Kong Special Administrative Region. After announcing the election results, Qian Qichen said that in accordance with the provisions of the Basic Law, the elected candidates will be reported to the Central People's Government for appointment at the seventh plenary meeting of the Preparatory Committee to be held tomorrow.
