He graduated from the University of Liverpool in the United Kingdom. He served as chairman of Hong Kong Oriental Overseas (International) Co., Ltd. and is currently a member of the National Committee of the Chinese People's Political Consultative Conference and vice chairman of the Preparatory Committee of the Hong Kong Special Administrative Region.
