On November 5, 1913, the China-Russia Declaration Document was signed and entered into force
On 112 years ago today, November 5, 1913 (October 8, 1913 in the lunar calendar), the "China-Russia Declaration Document" was signed and came into effect. On November 5, 1913, China and Russia formally signed and exchanged the "China-Russia Declaration Document," and China recognized Outer Mongolia's autonomy. Starting from September 18, Foreign Minister Sun Baoqi and Russian Representative Kuminsky started a new round of talks on the issue of Foreign Mongolia. The two sides met 10 times in total. The "China-Russia Statement Document" stipulates: 1. Russia recognizes China's suzerainty in Outer Mongolia; 2. China recognizes Outer Mongolia's autonomy; 3. China promises not to station troops, establish officials, or colonize Outer Mongolia, and Outer Mongolia will handle its own internal affairs and organize all industrial and commercial matters within its territory; China also promises not to send troops, colonize, or interfere in Outer Mongolia's internal affairs; 4. China recognizes Russia's mediation; 5. All issues related to the interests of China and Russia in Outer Mongolia should be negotiated separately. Also attached is: 1. Russia recognizes Outer Mongolia as part of China's territory; 2. All political and land negotiations on Outer Mongolia shall be negotiated jointly by China, Russia and Mongolia; 3. The Outer Mongolia Autonomous Region is limited to the jurisdiction of General Ulyasutai, former Qing Minister stationed in Khorun, and Counselor Minister Khovd.
