Security Council Resolution 598 of July 20, 1987

July 20, 1987 (June 25th of the lunar month), Security Council Resolution 598.

After half a year of hard work, the United Nations Security Council unanimously adopted a resolution on July 20, 1987, calling for an immediate ceasefire in Iran and Iraq, namely Resolution 598.

The main contents of Resolution 598 are: 1. Demands that Iran and Iraq immediately cease fire, stop all military operations on land, sea and air, immediately withdraw all troops to internationally recognized borders, and resolve the dispute between the two countries through negotiations. 2. Request the Secretary-General of the United Nations to send United Nations observers to verify, confirm and supervise the ceasefire and withdrawal, and report thereon to the Security Council. 3. Urge both Iran and Iraq to cooperate with the Secretary-General of the United Nations and assist him in the implementation of this resolution and in his mediation efforts with a view to reaching a mutually acceptable comprehensive, fair and dignified settlement of all outstanding issues in accordance with the principles enshrined in the Charter of the United Nations. 4. All other States are urged to exercise utmost restraint and refrain from any action that may lead to the further escalation and expansion of the conflict, thereby promoting the implementation of this resolution. 5. Request the Secretary-General to consult with Iran and Iraq to explore entrusting an impartial body to investigate the issue of conflict responsibility and report to the Security Council as soon as possible. 6. Recognizing that the conflict has caused significant damage and requires reconstruction with international assistance after the conflict ends, the Secretary-General is requested to send experts to conduct research and report to the Security Council. 7. Requests the Secretary-General to consult with Iran, Iraq and other countries in the region to review measures to strengthen security and stability in the region. Resolution 598 also pointed out that its requirements are made in accordance with the provisions of Articles 39 and 40 of the United Nations Charter and are mandatory to a certain extent. If both Iran and Iran reject the resolution, the Security Council will meet again to "consider further steps to ensure compliance with this resolution," including taking some sanctions.

After the resolution was passed, Iran and Iran responded one after another. On July 21, Iraq Deputy Prime Minister and Foreign Minister Aziz went to New York to inform the Secretary-General of Iraq's position, welcomed the Security Council resolution, and decided to suspend attacks on Iranian maritime targets to show Iraq's sincerity. But Iraq demands that Iran comply with the resolution at the same time. Iran neither accepted nor opposed the resolution. Iranian Deputy Foreign Minister Larigani held two rounds of talks with the United Nations Secretary-General and also met with 13 Security Council members except the United States and France, saying that an early end to the war is also Iran's goal. But Iran insists it will only accept the resolution if it declares that Iraq is the initiator of the war.

The international community generally demands that Iran and Iran abide by Security Council Resolution 598, and some countries have also provided good offices to this end. Arab countries have carried out frequent diplomatic activities to implement the resolution. From August 23 to 25, a special meeting of the Council of Ministers of the Arab League was held in Tunisia. The meeting adopted a resolution requiring Iran to accept Security Council Resolution 598 within September 2, and decided to discuss separately ways to deal with Iran based on Iran's attitude and the development of the Gulf situation, including reconsidering diplomatic relations with Iran.

Resolution 598 is a new attempt by the United Nations to end the seven-year-long war between Iran and Iraq. International public opinion generally believes that this resolution is fair and reasonable. It reflects the strong desire of the international community to end the bloody conflict as soon as possible and restore peace in the Gulf region, and lays a good foundation for a comprehensive and impartial settlement of the Iran-Iran dispute.
