On August 15, 1989, the Supreme People's Court and the Supreme People's Procuratorate issued the "Notice on Criminals such as Corruption, Bribery, and Speculation Must Surrender and Confession within a Time Limit." The period stipulated in the Notice is from August 15, 1989 to October 31, 1989. Within the above time limit, anyone who surrenders himself, actively returns stolen goods, or who has made a report and performed meritorious service will be given lenient treatment. Anyone who refuses to surrender himself and confesses the problem within the prescribed time limit; destroys evidence and transfers stolen money and property; colludes with each other to form an offensive and defensive alliance; or absconds for fear of crime and refuses to be brought to justice shall be resolutely punished severely in accordance with the law. As of October 31, a total of 36171 criminals across the country surrendered themselves to the procuratorate, directly involving a total of 350 million yuan in crimes; More than 17600 people went to administrative supervision agencies at all levels to voluntarily explain corruption and bribery, involving more than 116 million yuan and some foreign currencies. According to reports, among the more than 36,000 people who surrendered themselves to the procuratorate, 70% were embezzled and accepted bribes, and more than 10% committed crimes involving more than 10,000 yuan; there were 9363 party members, 742 county and division level cadres, 40 department and bureau level cadres, and 1 deputy ministerial level cadre. More than 10% went to supervisory agencies at all levels to explain economic problems such as corruption and bribery involving more than 10,000 yuan. There are 679 county-level cadres and 21 bureau-level cadres. At the same time, 9457 detainees also confessed their crimes within the time limit specified in the "Notice" and exposed 65400 clues to the case. The implementation of the two "circulars" has recovered a large amount of economic losses. The stolen money and stolen goods that have been returned and handed over to procuratorial organs at all levels have been reduced to 209 million yuan. More than 76 million yuan of stolen money was refunded to administrative supervision agencies at all levels, as well as a large number of stolen goods such as cars, motorcycles, color TVs, video recorders, tape recorders, and gold jewelry. The procuratorate accepted more than 230,000 reporting clues from the public, more than tripled over the same period last year. People's courts at all levels accepted a total of 10039 cases of economic crimes such as corruption, bribery, and speculation prosecuted by procuratorial organs, sentenced 8250 cases, and sentenced a total of 12461 criminals, of which 3715 were given lighter sentences and 1595 were given severe sentences.
