After it was put into production in 1890, under the management of the Yang brothers, there were 35000 spinning spindles, 530 cloth machines, and about 4000 employees. The business began to prosper, earning a monthly profit of 12000 taels. On October 19, a fire broke out at the Qinghua Factory of the Weaving Bureau. The strong wind was fierce and rescue was not in time, resulting in losses of more than 70 million taels.
