After the establishment of the puppet government in March 1940, he served as Minister of Finance and Minister of Police, Acting President of the Executive Yuan and Mayor of Shanghai Special City. In September 1945, he was escorted to Chongqing under house arrest by the Kuomintang Military Unification Bureau. In 1946, he was transferred to Nanjing, handed over to the court for trial, and sentenced to death. In March 1947, Chiang Kai-shek issued a pardon order and changed it to life imprisonment.
