He recommended Yuan Shikai to train in the new army, or the "New Army." During the Reform Movement of 1898, due to his opposition to the reform, the Empress Dowager Cixi specially ordered Emperor Guangxu to appoint him governor of Zhili and minister of the Beiyang Army, commanding the three armies of the Beiyang Army, with great power for a time. Later, he helped Cixi launch a coup d'état, imprisoned Guangxu, suppressed the reformists, and killed Tan Sitong. Due to his meritorious service, he became a military minister. In 1900, he planned to abolish Guangxu, but failed due to opposition from the majority of the ruling clique. During the Boxer Rebellion Movement, he repeatedly asked for suppression of the Boxer Rebellion and protection of embassies of various countries. In 1902, he was added as Prince Taibao and Grand Scholar of Wenhua Hall. After his death, he was given a gift to the tutor.
