On May 9, 1948, the Central Committee of the Communist Party of China and the Central Military Commission decided to merge the two Jiefang District, Shanxi-Chahar-Hebei and Shanxi-Hebei-Shandong-Henan, and their leading institutions to form the North China Bureau, the North China Joint Administrative Committee and the North China Military Region. Liu Shaoqi concurrently serves as the first secretary of the North China Bureau. At the same time, it was also decided to strengthen the Central Plains Bureau and establish the Central Plains Military Region. Liu Deng's army and Chen Xie's troops were transformed into the Central Plains Field Army. Deng Xiaoping was appointed as the first secretary of the Central Plains Bureau. In August, after discussion and decision by the North China Interim People's Congress, the North China Joint Administrative Committee was changed to the North China People's Government, and Dong Biwu was elected Chairman of the People's Government.
