On this day, 71 years ago, June 30, 1954 (June 1, 1954 in the lunar calendar), France and China reached an agreement on the Indo-China issue. On June 30, 1954, French President Pierre-Mendes-France and China Premier Zhou Enlai reached an agreement on the basic conditions for a political settlement of the Indochina issue at the Bern Conference in Switzerland. The agreement marks a shift in France's stance, which means that in addition to a planned ceasefire in Indochina, the Geneva conference will work out the conditions for a political settlement. According to the provisions of the China-France Agreement, after the armistice, Vietnam will establish a coalition government and grant neutrality to the Lao and Cambodia governments supported by France. The agreement did not specify which areas would belong to the Communist Party and which areas would belong to French-backed forces. France finds its military control in Vietnam weakening. In their worst defeat since the fall of Dien Bien Phu, French troops were forced to withdraw from most of the Red River Delta south of Hanoi.
