Breaking-News >> TodayHistory The International Health Regulations (2005) came into effect on June 15, 2007
On June 15, 2007 (May 1, 2007 in the lunar calendar), the International Health Regulations (2005) officially came into effect. On June 15, 2007, the International Health Regulations (2005) came into effect. Fujian Entry-Exit Inspection and Quarantine Bureau reminds entry and exit personnel, enterprises operating foreign trade business, and transportation operation departments to pay attention. According to the relevant person in charge of the Fujian Inspection and Quarantine Bureau, the International Health Regulations (2005) are legally binding regulations passed by most countries to control threats from diseases that can spread rapidly from one country to another. The new "Regulations" are a revised version of the International Health Regulations (1969). They not only break through the latter's limitations that only emphasize control over border areas, but also provide the necessary legal framework for controlling health emergencies from the source. The prevention and control concept has expanded from managing three quarantine infectious diseases: plague, cholera and yellow fever to public health incidents of international concern caused by multiple factors such as biological, chemical, nuclear and radiation. The relevant person in charge of the Fujian Inspection and Quarantine Bureau pointed out that the new "Regulations" clarify the measures that may be implemented for inbound and outbound personnel who come from or go to the infected area and develop symptoms and signs of relevant diseases: review the travel history in the infected area; Review medical examination certificates and the results of any laboratory analysis; conduct medical examinations; review certificates of vaccination or other preventive measures; conduct vaccination or other preventive measures; keep suspects for testing; Isolate infected people and provide necessary treatment; track people in contact with suspected or infected people; deny suspected or infected people entry; refuse uninfected people entry into the infected area; conduct exit inspections and/or restrict the exit of people from the infected area. Therefore, before travelers leave the country, they should consult the inspection and quarantine agency as much as possible to understand the health requirements and infectious disease epidemic situation of the country or region to which they are going. At the same time, the "Regulations" will apply the following measures to inbound and outbound baggage, cargo, containers, means of transportation, articles and mail that come from or go to infected areas, may be contaminated or carry vector hosts, and cause sudden public health hazards during shipping: review of cargo manifests and navigation routes; conduct inspections; review of certificates of measures taken to eliminate infection or pollution when leaving or in transit; Implement sanitary measures aimed at eliminating sources of infection or contamination, including disease vectors and hosts; Take specific health measures to ensure the safe handling and transportation of bones; implement isolation; seal and destroy infected or contaminated or suspected luggage, cargo, containers, vehicles, articles or postal parcels; and are not allowed to leave or enter the country. To this end, whether they are transport operators, cargo owners, or individual travelers or mailers, they should try their best to ensure that inbound and outbound baggage, cargo, containers, vehicles, articles and mail are free from sources of infection or pollution (including disease vectors and hosts). In view of the fact that some countries and regions in the world can use the relevant provisions of the new Regulations to set up technical barriers, health control measures may be taken once they believe that the sanitary conditions of people, goods and containers pose a threat to the life, health and environmental safety of their own people. The Fujian Inspection and Quarantine Bureau also specially reminded the majority of entry and exit personnel, enterprises engaged in foreign trade business, and transportation operation departments to pay attention to the requirements of the Regulations and actively respond to them. Our government issued a statement stating that the "Regulations" apply to the entire territory of China, including Hong Kong, Macao and Taiwan, and designated the General Administration of Quality Supervision, Inspection and Quarantine and local inspection and quarantine agencies as the competent authorities at ports of entry.
