On October 18, 2002 (September 13, 2002 in the lunar calendar), our country's first national informatization plan was issued. On October 18, 2002, the National Informatization Leading Group approved and promulgated the "Tenth Five-Year Plan for National Economic and Social Development Informatization Key Special Project Plan", which is one of the ten key special project plans for national economic and social development in our country during the "Tenth Five-Year Plan" period. It is the first national informatization plan compiled by our country. The "special project plan" defines the connotation of informatization, pointing out that "informatization is a comprehensive system dominated by the wide application of information technology, with information resources as the core, information network as the foundation, information industry as the support, information talents as the support, and laws, policies and standards as the guarantee." It also clarifies the development policy of promoting the informatization of the national economy and society during the "Tenth Five-Year Plan" period, that is, "overall planning, resource sharing, application-led, market-oriented, safe and reliable, and seeking practical results." The "special project plan" pointed out that during the "Tenth Five-Year Plan" period, the level of national economy and social informatization will reach a new level, and the added value of the telecommunications operation industry and the electronic information product manufacturing industry will account for more than 7% of the GDP; the network scale and capacity rank first in the world, basically meeting the needs of informatization development, and the universal service capacity will continue to improve, creating good conditions for the central and western regions with weak network infrastructure, the vast rural areas and the middle and low income strata to participate in informatization development; the information service industry will continue to maintain a rapid growth momentum; the level and scale of the electronic information product manufacturing industry will be further improved, and the added value of the electronic information product manufacturing industry will account for 3.3% of the GDP; informatization has become an important means to improve the quality of the people The special project plan also proposes that the three major tasks of our country's informatization during the "Tenth Five-Year Plan" period are to strive to complete the promotion and application of information technology, the construction of modern information infrastructure and the accelerated development of the electronic information industry.
