On November 6, 1994, Clinton approved the withdrawal plan from Haiti and Kuwait
Thirty-one years ago today, on November 6, 1994 (October 4, 1994 lunar calendar), Clinton approved the withdrawal of troops from Haiti and Kuwait. On November 6, 1994, U.S. Defense Department officials said that President Clinton approved a plan for the United States to withdraw some troops from Haiti and Kuwait by the end of December. The Pentagon plan includes the withdrawal of 6,000 troops from Haiti by December 1, leaving 9,000 troops. The United States sent a total of 21,000 troops to Haiti in September this year, and the United States plans to leave only 3,000 troops as a United Nations multinational force by April 1995. Under the plan, the United States will also withdraw 7,800 ground troops from Kuwait by December 22. But the United States will continue to maintain air power in the Gulf region to strengthen control over Iraq's no-fly zone.
