The Labor Party consists of three factions, of which two tend to shift the blame on Defense Minister Dayan and replace him. Although an official report last week clarified Dayan's responsibilities, calls for him to resign continued and grew stronger. Many Israelis are demanding new leadership and new policies. In order not to replace Dayan or surrender to the other party, Mrs. Meir decided to resign herself. On April 22, the Israeli Labor Party elected Izhak-Rabin as prime minister.
