The Fourth National Congress of the Communist Youth League of China was held in Wuhan from May 10 to 16, 1927. There were 39 delegates, about 38,000 members of the League. The guests attending the conference included representatives of the Communist International, the Communist Party of China International, and the Central Committee of the Communist Party of China. Representatives of the Communist Youth League from the Soviet Union, Britain, France, the United States, and representatives of the Youth Department of the Kuomintang Central Committee and the Wuhan Revolutionary Government. The conference carefully summed up the experience of the Communist Youth League in the struggle during the upsurge of the great revolution, accepted the resolutions of the five major Communist Party of China and the instructions of the Communist International and the Communist Party of China, and stipulated that the future policies and tasks of the Communist Youth League and the youth movement are: to lead the young workers and peasants to participate in the struggle for revolutionary leadership, to oppose the big bourgeoisie that betrayed national interests, to strive to promote the close alliance of the workers, peasants and petty bourgeoisie, and to realize democratic power; to develop the rural agrarian revolution, to expand the influence of the proletariat in the army, to seize the armed warlords, and to establish the self-defense of the workers and peasants; to lead the young people in In its manifesto, the congress further clarified the nature and tasks of the Communist Youth League, stating: "This league is a revolutionary organization of proletarian youth. It should, under the guidance of the Communist Party, attract the broad masses of working young people to participate in revolutionary struggles, and at the same time cultivate their communist spirit in these struggles." The congress also stipulated that the main policy of the student movement in the future is to reach out to the masses, to the countryside and to the army. The congress elected Ren Bishi, Li Qiushi, Yang Shannan and others to form the new Central Committee of the Communist Youth League. Ren Bishi was elected as the secretary of the Central Committee of the League at the plenary session of the League Central Committee.
