On this day, 79 years ago, January 1, 1946 (November 28, 1945, the Emperor's Declaration of Non-God was issued. On August 15, 1945, Japan surrendered, and the United States implemented a separate occupation of Japan and implemented democratic reforms that subdued Japan and made it obey the United States. In order to turn the emperor into a tool to realize its policies, the U.S. occupation authorities decided to retain and transform the emperor system despite opposition from public opinion at home and abroad. In September of the same year, MacArthur suggested that the emperor issue a statement denying his divinity. In early December, the Allied General Command drafted the first draft, and Prime Minister Kishijuro Kihara later drafted the "Human Manifesto" based on this draft. It was published in 1946. As a guideline for building a new Japan, the declaration first reiterated the enlightened spirit of the 1868 "Five Oaths" to eliminate bad habits and express public opinion, declared that Japan adheres to pacifism, and emphasized that the bond between the emperor and the country and the people does not originate from myth and tradition, nor does it originate from fictional concepts such as the emperor is a "earthly god" and that the Japanese nation is superior to other nations, thus negating the emperor's divinity, and the emperor's status changed from "head of state" to "national symbol."
