On this day, 28 years ago, May 29, 1997 (April 23, 1997 in the lunar calendar), Mobutu was finally ousted from power for 32 years. He said: "Many creditors in Zaire have no hope of recouping their loans... Mobutu and his government simply do not want to pay their debts and ignore the national debt. One huge obstacle blocks any possibility of paying debt: regime corruption. This has always been the case in the past, and it still remains the case today." So the International Monetary Fund lost confidence in the Mobutu regime. However, the entry of Cuban troops into Angola strengthened the relationship between the United States and Mobutu. Therefore, in the five years from 1977 to 1982, the International Monetary Fund granted Zaire seven special drawing rights, totaling US$231 million. Blumenthal also discovered from the special accounts of the Central Bank of Zaire with seven Western banks that in 1978, GECAMINE, a large state-owned copper and cobalt company in Zaire, transferred all of its annual export earnings to Mobutu's personal account. Although Mobutu has a fortune, it is difficult to find a bank account in his name. Most of his assets are recorded in the names of various companies. In 1991, the United States, France and Belgium threatened to freeze his property, but the matter was finally ignored. One of the reasons was that no legal basis was found. On September 7, 1997, Mobutu died of prostate cancer in a Morocco hospital.
