Thirty-nine years ago today, on September 9, 1986 (August 6, 1986 lunar calendar), the State Council promulgated four provisions on reforming the labor system. On September 9, 1986, the State Council today announced four provisional provisions on reforming the labor system, namely, the Interim Provisions on the Implementation of the Employment Contract System in State-Owned Enterprises, the Interim Provisions on the Recruitment of Workers in State-Owned Enterprises, the Interim Provisions on the Dismissal of Undisciplined Employees by State-Owned Enterprises, and the Interim Provisions on the Employment Insurance of State-Owned Enterprises. (See Second Edition) These four provisional provisions on the reform of the labor system came into effect on October 1. The promulgation and implementation of these four provisional provisions is a major reform of the labor system since the founding of the People's Republic of China and an important part of the reform of the entire economic system. Conscientiously implementing the four provisions of the labor system reform is of great significance for further giving full play to the enthusiasm and creativity of employees, enhancing the vitality of enterprises, adapting to the needs of the development of the socialist commodity economy, and promoting the development of socialist productive forces. The four provisional provisions of the labor system reform announced and implemented by the State Council this time focus on the reform of the employment and recruitment system, that is, the newly recruited workers of state-owned enterprises must implement the employment contract system, cancel the "replacement of children" of retired workers and the internal recruitment of children of employees, and implement the method of facing the society, openly recruiting workers, adhering to the comprehensive assessment of morality, intelligence and physique, and selecting the best. According to the new regulations, among the new recruits of state-owned enterprises, they can break through the "unit ownership" of the labor force, so that the workers' specialties, volunteers and the needs of labor positions can be better combined. This will have a positive role in improving the quality of the workforce and strengthening enterprise management.
