The meeting decided to expand the organization, develop strength, develop members among the new army soldiers in the name of "studying literature", and publish "Dajiang Newspaper" and distribute it to all battalions for free. Only one month after its establishment, the Literary Society has developed members in every new army in Hubei except Ma Babiao.
