The leader of the pseudo-Mongolian regime, the German king, based on Chiang Kai-shek's instructions to "bear the humiliation and bear the burden for the future", sent a telegram to Chiang in Zhangjiakou on the 18th, congratulating him on the victory of the Anti-Japanese War and asking for Mongolia to be allowed a high degree of autonomy, which Chiang rejected.
