On October 9, 1993, Xinhua News Agency reported: The Organization Department of the Central Committee of the Communist Party of China and the Ministry of Labor and Personnel of the State recently issued a notice, emphasizing that institutions should be set up rationally, the expansion of institutions should be strictly controlled, and the number of leadership teams should not be increased at will. The notice pointed out that this was done to strictly implement the central government's policy of revolutionizing, rejuvenating, knowledgeable and professionalizing the cadre ranks, maintain the country's establishment discipline, and consolidate and develop the victorious results of institutional reform. The Organization Department of the Central Committee and the Ministry of Labor and Personnel said in the "Notice on Strictly Controlling Institutional Expansion" that through the previous stage of institutional reform, the central, state organs and provincial, municipal and autonomous regions have achieved good results in streamlining party and government institutions, reducing the number of leadership teams, overcoming bureaucracy, and improving work efficiency. However, at present, some localities and departments simply start from arranging cadres and improving the treatment of cadres, and inappropriately add new institutions, or upgrade some institutions, and increase the number of deputy staff at will; in some places, the establishment of institutions has exceeded the original plan reported to superiors, and even exceeded the number before the institutional reform. This approach goes against the spirit of streamlining institutions and reducing personnel. If it is not corrected in a timely manner, it will certainly hinder the smooth progress of institutional reform and damage the achievements already made. The circular makes five provisions on controlling the expansion of institutions: First, the establishment of institutions of party and government organs at all levels must be strictly in accordance with the relevant regulations of the CPC Central Committee and the State Council, and reported to the party committee and government at the higher level for approval. No institutions shall be added at will for any reason; if there is a real need for additional institutions, they must be reported to the party committee and government at the higher level for approval. Second, it is not allowed to take the opportunity of institutional reform to upgrade institutions at will, nor shall institutions be upgraded on the basis of the level treatment of individual cadres because higher-level organs delegate leading cadres to subordinate units.
