In 1998, the "four lines and one ring" line network was deepened and improved, reaching the depth of planned land use control. The line network plan was approved by the municipal government in 1999. In 2004, the urban rail transit line network plan connecting the main urban area with five county-level cities was completed. And the main urban area line network was supplemented and improved, and it was connected and integrated with the urban line network to form a line network plan covering the entire administrative division. In 1995, the construction of Metro Line 1 railway station and subway station was completed in combination with the renovation of Qingdao Railway Station. In 2000, the experimental section project including a station of Metro Line 1 and a tunnel in the 1.2-kilometer range was completed. In 2008, the construction of Qingdao rail transit project was fully launched. The municipal government approved the "Qingdao Rail Transit Line Network Planning Revision" on September 23, 2008. According to the plan, the total length of Qingdao rail transit line network is 519km, including two levels of the central urban line network and the urban line network. The central urban area line network consists of 8 lines with a total length of 231km; the urban area line network consists of 4 lines with a total length of 288km. On August 13, 2009, the "Qingdao Urban Rapid Rail Transit Construction Plan" (2009-2016) was approved by the state. By 2016, Qingdao will implement the construction of the first phase of Metro Line 3 and Line 2, with a total construction mileage of about 54.7 kilometers. In 2012, Qingdao launched a new round of rail transit planning. The city plans to form 19 rail transit lines with a total length of 814.5 kilometers. Among them, the city will build a rail transit express network with "One Ring and Four Lines" as the basic morphological framework. It consists of 9 lines with a total length of 460.8 kilometers. A rail transit network with three cities, three networks and interconnected networks will be built in the central urban area. It consists of 10 lines with a total length of 353.7 kilometers. In 2020, a total of 10 rail lines, about 420.6 kilometers, will be planned to be built in M1, M2, M3, M4 Phase I, M6 Phase I, M7 Phase I, M8, R1 Phase I, R2, and R3. By then, the proportion of public transportation travel will be greatly increased, and the convenience and speed of residents' travel will be improved. As of July 2013, the first phase of Qingdao Metro Line 3 and Line 2 has been fully constructed and is expected to be completed and opened to traffic by the end of 2014 and 2017 respectively. The R1 Blue Silicon Valley Rail Transit Express started construction in 2013 and was opened to traffic for trial operation at the end of 2014.
