At the age of 24, he became deputy minister of the Communist Youth League of Stavropol City, and a year later he was promoted to the first secretary of the Communist Youth League of the city. From 1958 to 1962, he successively served as the second secretary and first secretary of the Stavropol Border District Committee of the Communist Youth League.
