Ninety-four years ago today, on December 31, 1931 (November 23, 1931), the first five-year plan of the Soviet Union was completed. In order to accelerate the development of the Soviet economy, in 1927 the 15th Congress of the Communist Party of the Soviet Union (Brazzaville) adopted instructions on formulating the first five-year plan for the development of the national economy (1928-1932). Accordingly, the Soviet State Planning Committee drew up two "One Five-Year Plan" plans. In April 1929, the 16th Congress of the Party discussed and adopted the highest target plan. The basic task of the "One Five-Year Plan" was to establish the foundation for the technological transformation of the national economy in a short period of time, and to transform the Soviet Union from an agricultural country into an industrial country. At the same time, it also stipulated that the material and cultural living standards of the people should be improved. In January 1933, Stalin announced that the "First Five-Year Plan" was completed ahead of schedule in four years and three months. During the "First Five-Year Plan" period, the Soviet Union built a total of 1,500 large enterprises and established industrial departments such as machine tools, automobiles, tractors, engines, chemicals, and aircraft. Industrial output, the proportion of industry in the output value of industry and agriculture, and the proportion of heavy industry in industry were greatly increased. The Soviet Union changed from a country that imported machinery and equipment to a country that produced machinery and equipment, and from an agricultural country to an industrial country. At the same time, the socialist component of industry accounted for 99.3%, and the material and cultural living standards of the people were initially improved. Some scholars believe that the main targets of the Soviet Union's "First Five-Year Plan" at the end of 1932 were not completed.
