Sheng Xuanhuai sold out the rights of the Guangdong-Han railway

On July 13, 1900, the "Guangdong-Han Railway Loan Contract renewal" was signed in Washington. In 1897, the three provinces of Hunan, Hubei and Guangdong proposed to gather shares to build the Guangdong-Han Railway, and petitioned for the establishment of the Hunan-Guangdong Railway Company. If the Luhan Railway voided contract concluded with the Biguo Company, the railway was also undertaken by Hexing Company, and the Qing government should allow Hexing Company to explore and start up if coal was mined near the railway. In 1899, representatives of Hexing Company came to China to negotiate a formal contract and proposed to open mines in Shaozhou, Hengzhou, Chenzhou and other places, causing dissatisfaction in Hubei, Hunan and Guangdong provinces. Conger, the US minister to China, intervened and threatened that the Guangdong-Han Railway "must be done by the United States, and must not let others", so the "Aohan Railway Loan Contract renewal" was signed in Washington. The contract renewal will increase the loan amount to 40 million US dollars, and there are two main additions: first, to further expand the right of way in the United States, stipulate the construction of Pingxiang, Yuezhou, Xiangtan and other branch lines, and quickly build the Lukou to Pingxiang route, so that the United States can win the mining rights along the line; second, the Guangdong-Han railway and the area passed by the branch line are not allowed to build railways parallel to the main line and branch line.
