Wang Maoyin (1798-1865) was born in She County, Anhui Province. After the Opium War, he believed that the British had evil intentions and should formulate early methods for seeking talents. He requested that the three micro-questions in the imperial examination be changed to five questions (extensive knowledge of history, careful knowledge of strategy, comprehensive calculation of equipment, knowledge of yin and yang, and familiarity with the situation of the land), and extensive recommendations. As a result, the Ministry of Rites 'discussion did not work, and at the beginning of the next year, it was reported again, but no report was made. On July 9, 1858, he also petitioned Wei Yuan to republish Wei Yuan's "Tuzhi of the Sea Kingdom" so that the eight banners of the princes, ministers, and imperial clans would teach it, and also requested a flexible examination to open the way to recruit scholars before the military preparations. Wang Maoyin's ability to praise "Haiguo Tuzhi" shows that more landlord class intellectuals have a progressive ideological tendency to require understanding of the world and focus on studying practical issues. However, the reason why Wang Maoyin became the only Qing Dynasty minister mentioned in Volume 1 of Das Kapital was because of his economic ideas. In 1851, Wang Maoyin advocated issuing paper money to meet the urgent needs of military salaries and river workers, but it was not adopted. In 1853, he discussed with Hua Shana, the Imperial Censor of the Left Capital, to formulate a charter for issuing official banknotes, and drew up the banknote format to advance, opposing the idea of "ten","fifty","hundred","five hundred", and "one thousand". It was pointed out that "faculty determines the value of money, but not the value of things." Otherwise, it will cause inflation and price increases. The following year, he petitioned to change the issued non-convertible banknotes into convertible banknotes, and stipulated a maximum issuance amount to "communicate business conditions and facilitate transshipment" to prevent inflation. As a result, it violated the Qing Dynasty's ruler's use of indiscriminate coins to plunder the interests of the people. He was denounced by Qing Yan as "indifferent to state affairs" and "patent trader." He was exempted from illness in 1858.
