Xu Yunhong, 55 years old this year, is a native of Gaoyou, Jiangsu Province, with a university education. He was formerly an alternate member of the 15th Central Committee of the Communist Party of China, a member of the Standing Committee of the Zhejiang Provincial Committee of the Communist Party of China, and secretary of the Ningbo Municipal Party Committee. He was criminally detained by the Zhejiang Provincial People's Procuratorate on September 29, 1999, and arrested according to law on October 14 of the same year. The court trial found that Xu Yunhong abused his power many times due to favoritism during his tenure as secretary of the Ningbo Among them, due to the illegal operation of Jiangdong Business Department of Ningbo International Trust and Investment Company, the total asset loss and operating loss of this unit amounted to more than 9.70 billion yuan. Xu Yunhong also instructed the relevant departments to require Ningbo Daily to purchase the office building with serious quality problems for 800 million yuan, which caused the office building to be unusable so far. During his tenure, Xu Yunhong also asked Bank of China Ningbo Branch and other units to lend and borrow a total of more than 25 million yuan and US $5.40 million yuan respectively for the poorly managed Ningbo Wuzhou Co., Ltd. All loans and most of the loans cannot be recovered due to the company's insolvent. The court held that Xu Yunhong, a staff member of a state organ, incorrectly performed his duties for favoritism, resulting in particularly heavy losses to public property, the interests of the state and the people, and his actions constituted the crime of abuse of power, and the circumstances of the crime were particularly serious. Therefore, in accordance with the provisions of the first and second paragraphs of Article 397 of the Criminal Law of our country, the above judgment was made according to law.
