The Interim Regulations on the Selection and Appointment of Party and Government Leading Cadres promulgated in 1995 have played an important role in standardizing the selection and appointment of cadres, preventing and correcting unhealthy practices in the selection and appointment of cadres, and building a contingent of high-quality party and government leading cadres. The "Regulations on the Appointment of Cadres" revised on the basis of the "Interim Regulations on the Selection and Appointment of Party and Government Leading Cadres" embody the important thought of "Three Represents", implement the new requirements of the central government for the selection and appointment of cadres, and absorb the new achievements of the reform of the cadre and personnel system.
