On this day, 39 years ago, on March 26, 1986 (February 17, 1986, the lunar calendar), the country proposed a high-tech research and development plan. Four scientists who were commended. From right: Wang Ganchang, Yang Jiachi, Wang Daheng, and Chen Fangyun's "863 Plan" is the National High-Tech Research and Development Plan. It is a national plan implemented from 1986 to 2000. In March 1986, four famous scientists, Wang Daheng, Wang Ganchang, Yang Jiachi and Chen Fangyun, suggested to the Central Committee of the Communist Party of China to organize experts to demonstrate China's high-tech development strategy. In November of the same year, the enlarged meeting of the Political Bureau of the CPC Central Committee and the executive meeting of the State Council approved the implementation of the "Outline of China's High-Tech Research and Development Plan." To commemorate the proposal of the four scientists, the plan outline was named "Plan 863." Based on China's national conditions and national strength at that time and the status and trends of world high-tech development, this plan selected seven technical fields including biology, information, automation, energy, new materials, aerospace, and laser as major areas for China's high-tech development. In 1996, marine high technology was officially listed as the eighth research area of the "863 Program". In order to advance the "863 Plan" to a higher level, the "S-863 Plan" is under study and formulation. Over the past 10 years, through the implementation of this plan, a development strategy for high-tech research and development suitable for China's national conditions has been gradually formed. The overall layout of high-tech research and development has been completed, a number of high-tech research and high-tech product development bases have been established, a new generation of high-tech research teams have been cultivated and created, and a number of results of international level have been obtained. Some of the results have begun to extend towards commercialization and industrialization, which has had a major impact on the national economy. The implementation of the "863 Plan" has made huge contributions. From 1996 to 1997 alone, 268 scientific research results were obtained, of which 21 reached the international leading level and 125 were at the international advanced level, accounting for 54.5% of the total number of results. 108 achievements have won national or ministerial science and technology awards, 95 patents have been obtained, and 9504 papers have been published in domestic and foreign journals, playing an important role in promoting the development of China's high-tech.
