Foster resolutely put forward a different opinion. However, his correct opinion was opposed by the majority at the enlarged meeting of the Political Committee held on February 8, 1944. On May 20, the Communist Party of the United States announced its dissolution, and Foster was also removed as the chairperson of the Communist Party of the United States. When the Communist Party of the United States announced its reconstruction in July 1945, Foster was elected as the chairperson of the party. After Khrushchev's "secret report" of attacking Stalin at the 20th National Congress of the Communist Party of the Soviet Union in 1956 was made public in the New York Daily, revisionists in the party, represented by Gates, believed that class struggle no longer existed in the United States and that the Communist Party should be reorganized into a non-party political group. At this time, Foster, who was old and seriously ill, stood up again and immediately launched a tit-for-tat struggle to expel Gates from the Communist Party.
