The Programme of Action adopted by the International Conference on Population on 13 September 1994
On this day, 31 years ago, September 13, 1994 (August 8, 1994 in the lunar calendar), the International Population Conference adopted the Programme of Action. On September 13, 1994, the nine-day United Nations International Conference on Population and Development concluded. It has 16 chapters, divided into Preambles, Principles, the interrelationship between population, sustained economic growth and sustainable development, gender equality, equity and women's rights, the family and its role, rights, composition and structure, population growth and structure, population distribution, urbanization and internal migration, international migration, population, development and education, technology, research and development, national action, international cooperation, partnerships with non-governmental organizations, follow-up arrangements for the Conference, etc. The Agenda points out that as international and regional tensions decrease and as people increasingly recognize the interdependence of the global economy and environment, appropriate social and economic policies should be adopted to promote sustained economic growth and sustainable development, and human and financial resources should be mobilized to solve global problems. An unprecedented opportunity exists. Regarding "sustainable development", the Agenda explains that "production and consumption related to all economic activities can be sustained over the long term, including industry, energy, agriculture, forestry, fisheries, transportation, tourism and infrastructure, so as to optimize the use of resources and minimize the generation of waste in an ecologically sound manner." The Agenda believes that mankind is facing huge and urgent challenges. The basic resources on which mankind relies are being exhausted and environmental pollution is intensifying. The causes of this situation are unprecedented population growth, widespread and long-term poverty, social and economic inequality, and wasteful consumption. The "Agenda" said that by 2015, the low forecast for the global population will be 7.27 billion and the high forecast will be 7.92 billion. By 2050, the low forecast for the global population is 7.8 billion, while the high forecast is 12.5 billion. The goal of the Programme of Action is to bring world population growth closer to the United Nations 'low forecasts. The Agenda emphasizes that promoting gender equality and women's rights is the cornerstone of relevant population and development programmes. The Agenda reaffirms that the right to development is a universal and indivisible right and an integral part of basic human rights; human beings are the central subject of development. The Agenda calls for increased international financial assistance in the field of population and development to support developing countries in completing population programmes.
