Second, practice democracy in the entire region of the country and in all areas of society, seek great national unity, and safeguard and protect the freedom and rights of the people. Third, practice economic cooperation and exchanges between the North and the South to ensure the independent development of the national economy. State ownership, cooperative ownership, private ownership, and individual ownership in both the North and the South should be recognized and protected. Capitalist ownership and its enterprise activities shall not be restricted or infringed as long as it does not pursue monopoly or engage in comprador behavior. Fourth, to achieve exchanges and cooperation between the North and the South in the fields of science, culture and education, and to uniformly develop the country's science and technology, national culture and art, and national education. Fifth, to restore transportation and postal and telecommunications links between the North and the South, so that the North and the South can travel freely, and to ensure the freedom of telecommunications and communication. Sixth, to seek a stable life for the working masses, such as workers and peasants, and the entire people, and to continuously improve their welfare in a step-by-step manner. Seventh, to eliminate the state of military confrontation between the North and the South, reduce the armies of the two sides to 100,000 to 150,000 respectively, and merge the Korean People's Army and the South Korean "National Army" to form a single national united army to carry out the task of defending the motherland under the unified command of the federal government. Eighth, safeguard the national rights and interests of all Korean compatriots living abroad. Ninth, correctly handle the foreign relations established by the North and the South with foreign countries before reunification, coordinate the foreign activities of the two regional governments, abrogate the military treaties concluded by the North and the South alone with foreign countries before reunification and all treaties and agreements that are not conducive to national unity, do not affect foreign investment in South Korea before national reunification, and continue to protect its rights and interests. Tenth, the Democratic Federal Republic of Korea, as a unified country representing the whole nation, develops friendly relations with all countries in the world, practices a peace-loving foreign policy, adheres to the neutral line, practices a non-aligned policy, and especially actively develops good-neighborly relations with neighboring countries. A reunified Korea would not allow the stationing of foreign troops and the establishment of military bases, turning the Korean Peninsula into a permanent peace zone and a nuclear-free zone.
