Capital University is the predecessor of Peking University and the earliest university in modern China. The edict emphasized: "The Capital University is an initiative of all provinces and should be held first." Therefore, Liang Qichao drafted a "Constitution of the Capital University", which stipulated that the university's school policy was: "Middle school should be the basis, Western learning should be used, and Chinese and Western should be used together to observe its knowledge of the Tao." The courses are divided into two categories: general subjects and specialized subjects. In this way, Capital University has not only become the highest institution of education in the country, but also the highest educational administrative organ in the country. On July 3, 1898, Emperor Guangxu of the Qing Dynasty officially ordered the establishment of the Capital University. From 1898 to 1900, the Capital University (later known as the "University of 1898 ") was simplified, so it was still a feudal academy in essence. In 1900, when the Eight-Power Allied Forces invaded Beijing, the school buildings of Beijing University were occupied, and the library equipment was destroyed.
